Mars orbiter finds widespread evidence of water-bearing minerals

The Mars Reconnaissance Orbiter has found evidence of hydrated silica or opal, a form of mineral, over large areas in the Martian surface, including in the large martian canyon called Valles Marineris. The discovery was made by the Compact Reconnaissance Imaging Spectrometer (CRISM) instrument on the orbiter. The findings are published by Ralph Milliken of Jet Propulsion Laboratory and other scientists in the November issue of the journal Geology.

Opaline minerals were first found recently on Mars by Spirit rover in the Gusev crater. The present find points to more widespread occurrence of the minerals in comparatively younger strata of Mars. The find indicates that liquid water might have been present on the surface of Mars for a longer time than previously thought. The previous view was that liquid water disappeared from the Martian surface three billion years ago. Now it is estimated that water could have been present as late as two billion years ago.

The presence of opal not only indicates water, but also that it was there long enough to alter some of the rocks. CRISM, which detected the mineral measures visible and infrared reflection spectra in 544 channels and has 20 times better resolution than previously deployed instruments.

This is an exciting discovery because it extends the time range for liquid water on Mars, and the places where it might have supported life.

Hydrated minerals such as opal that indicate presence of water is yet another evidence of presence of liquid water on Mars. Opal found on Earth’s surface usually contain 3 – 10% water, but can be as high as 20%. Other water-bearing minerals found earlier are phyllosilicates and hydrated sulfates. Presence of liquid water is also suggested by suspected water-sculpted land forms on Mars, such as gullies and river channels. Currently water is present only as ice at both polar caps of Mars.

A number of outcrops of opaline minerals are found as thin layers over large distances, rimming the Valles Marineris canyon. It is expected that Martian explorations for past or present life will have to focus on similar younger terrains with hydrated minerals.

“This is an exciting discovery because it extends the time range for liquid water on Mars, and the places where it might have supported life,” said Scott Murchie, from Johns Hopkins University Applied Physics Laboratory in Maryland, one of the co-authors.

Details emerge on fatal stabbing at Belgian day care centre

Prosecutor Christian Du Four has released more details on the fatal stabbing in a day care center in East Flanders, Belgium, yesterday, in which two children (six and nine months old) and one employee were killed. Ten children and two adults were injured.

The alleged perpetrator, a 20-year-old man from nearby Sint-Niklaas, was arrested in the neighbouring municipality of Lebbeke shortly after the crime. Belgian news website nieuwsblad.be have named the arrested man as Kim De Gelder.

The attacker wore a bullet-proof vest under his clothes and a backpack containing a knife, an axe and a fake pistol. Two other knives were found near the crime scene.

The prosecutor confirmed that the man’s face was painted white with blackened eyes as he committed the crime, which led international media to make comparisons to the Joker, the villain from the Batman series.

“I have a question,” the killer told the first employee he encountered, after which he immediately stabbed her, and started his rampage. One female day care worker attempted to disarm the killer while others locked the doors. The killer stabbed employees trying to carry children to safety.

The arrested man is not cooperating with the investigation and has not confessed. The prosecutor described his attitude as “passive”. “He says nothing to his questioners. He is absolutely uncooperative,” the prosecutor explained. Yesterday, media reported that the killer was laughing at the officers who were questioning him, but the prosecutor today denied these speculations.

According to the crime scene investigation, the man entered the building through an unlocked side-entrance which gave immediate access to the room with the babies. He stabbed several of them, then went to another room where he stabbed other children. He then fled on the bicycle on which he had arrived.

Panic struck in Dendermonde amidst fears that the man would attack more crèches or schools. There were reports that the killer carried a note with names and addresses of other day care centres or schools nearby, something which the prosecutor could not comment on. The Associated Press says three judicial officials anonymously confirmed that the attacker carried addresses of three other nurseries. Following news of the stabbings, all schools in Dendermonde were ordered to keep all gates shut.

Eyewitness Hans Staelens told reporters that he had noticed a suspicious character in the street where the day care centre ‘Fable Land’ was located. He described him as “not too tall, thin, red hair, dark eyes, like make-up”.

The alleged killer lived alone and was unemployed, but does not have a criminal record. “There is no element whatsoever that makes us believe he has a psychiatric history,” the prosecutor told the press at a conference today. He has commissioned three psychiatrists to examine the man. Kim D. was not under the influence of drugs or alcohol.

One child and one woman died in the day care centre itself, with another child dying in hospital. All injured are reported to be in stable condition. Three children and one adult remain in intensive care. Five others also remain hospitalised, although several are expected to be discharged at some point during the weekend.

54-year-old Marita Blindeman, who was killed in the attack, worked in the day care centre, which was sponsored by social services, since she was 18. Since the death of her father, she lived with, and took care of, both her mother and her sister, who has a learning disability. Just two years ago, she started having a relationship with a man, according to her son in a letter to newspapers.

Only six of the 18 children in the crèche, all under the age of three, were uninjured. Meanwhile, the decision has been taken not to reopen the day care centre, but to provide day care in other facilities. Six employees were present during the attack.

Friday evening, the Belgian crown prince and his wife visited the crime scene. The couple, who have four children, were moved deeply by the killings.

Some hundred people have signed a mourning registry in Dendermonde’s city hall, and flowers and teddy bears were left at the day care centre. A silent demonstration is scheduled for tomorrow afternoon and a mourning ceremony will be held on Monday evening.

Several media outlets have discussed the safety of day care centres. Minister Veerle Heeren said she would consider additional safety measures if the investigation suggests it, but also added that, “a day care centre should be a haven, not a prison.”

U.S. Democratic Party presidential candidate Darcy Richardson of Florida took some time to answer a few questions from Wikinews reporter William S. Saturn.

Richardson, 55, is a political activist that helped form the New Democrats in 1989 and founded the progressive Battleground Blog earlier this year. He is also a political historian, and has authored six books covering third parties and presidential elections, including A Nation Divided: The 1968 Presidential Campaign (2002). His current work, The Spirit of ’76: Eugene McCarthy’s Struggle for Open Politics, chronicles the late Democratic Senator Eugene McCarthy’s 1976 presidential campaign for which he volunteered. Richardson admires McCarthy, and served as manager for his 1988 presidential run. Recently, Richardson advised Brian Moore’s Socialist Party USA presidential campaign in 2008.

In addition, Richardson himself has sought political office, albeit unsuccessfully. In 1980, he ran for Pennsylvania Auditor General, and in 1988, vied for one of Pennsylvania’s U.S. Senate seats as a member of the Consumer Party. Last year, he ran for Lieutenant Governor of Florida as the running mate of gubernatorial candidate Farid Khavari.

Richardson has criticized President Barack Obama’s policies for being too similar to those of former President George W. Bush. He hoped to convince several prominent progressives to challenge Obama in the Democratic primaries, but none were available to do so. Last month, Richardson decided to begin a campaign himself and announced through his Battleground Blog that he would challenge Obama in the Democratic Party primaries as a progressive candidate. So far, he has qualified for the New Hampshire primary in January and the Missouri primary in February. In an interview with the Independent Political Report, Richardson proclaimed his campaign slogan as “no fourth term for George W. Bush.”

State of the health care system in Sierra Leone critical

According to Médecins Sans Frontières the health care system in Sierra Leone causes loss of life because the poor cannot afford medical treatment. The maternal death rate and the child mortality rate in Sierra Leone are the highest in the world. Experiences of Médecins Sans Frontières had shown that free care or low fees lead to a dramatic increase in the number of patients. Nonetheless the national health system of Sierra Leone demands payment for all treatment with simple consultations costing as much as 25 days of income. According to Action Against Hunger the number of children with acute malnutrition has reached almost twice the level of the WHO‘s emergency threshold of 2% in the Moyamba district of Sierra Leone.

The Los Angeles Times writes that Sierra Leone, in spite of decades of foreign aid, has not yet increased the standard of living of its people considerably and 60% of the public spending of Sierra Leone come from other governments and nonprofit organizations. Since 2002 the country received $1 billion in aid but the infant mortality rate is almost the highest in the world, lower than Angola but higher than Afghanistan. The newspaper further reports that the United Nations state that 1 in 8 Sierra Leonean women die giving birth, as compared to 1 in 4,800 in the United States and that life expectancy in Sierra Leone is merely 41 years while in Bangladesh life expectancy reaches 60 years.

The government of Sierra Leone had expressed its intend to abolish user fees for women and children with a new plan for a fairer health care system that was to be revealed on the Sierra Leone Investment and Donor Conference, which was held in London on November 18 and 19.

“The Sierra Leone government has publicly stated its commitment to abolish user fees, and the UK government and other donors have promised to help,” said Seco Gerard, advisor at Médecins Sans Frontières’s analysis and advocacy unit. “What is crucial now is that Sierra Leone actually receives the necessary funding and technical assistance to realise this objective. It is time that words are being followed up by concrete action. If not, people who could otherwise be saved will continue to die needlessly every day.”

The Telegraph reports that president Bai Koroma was also hoping to secure a significant increase in aid donations with his new health plan. While Germany declined to support president Bai Koroma’s “Agenda for Change” and urged to give more consideration to women’s welfare the country received support from the European Union, DFID, UNIPSIL, World Bank, IFAD and the African Development Bank. From the pledges of $850 million the government of Sierra Leone was hoping for only about $300 millions could be secured, with attached conditionalities concerning the use of funding.

In a presentation at the Ministry of Finance and Economic Development in Freetown the Unicef representative for Sierra Leone, Mr. Mahimbo Mdoe, expressed gratitude about a pledge of about $1.3 million conveyed by the Ambassador of Japan to Sierra Leone, His Excellency Mr. Keiichi Katakami, and about earlier donations to UNICEF-Sierra Leone in the past years, amounting to over $20 million. The intended application of the funding is the goal to half child and maternal mortality by 2010, to introduce a social health insurance scheme, to improve equipment and to train health professionals.

Mortgage protection insurance is taken out by those who fear they may be unable to work sometime in the future. An individual could become unemployed by way of involuntary redundancy; suffer an accident; or an have a long term illness. However while their income would be lost the mortgage repayments have to be kept up. If you were to get behind on them then you risk losing your home to repossession. However for a small premium each month you could have a tax free income which would ensure you have the money needed should you become unable to work .

Policy terms, conditions and benefits can vary but in general they will start to provide you with a monthly lump sum from between day 30 and 90 of finding yourself unable to work. It would then carry on for between 12 and 24 months depending on the provider.

The Financial Services Authority insists they will do everything in their power to improve the way insurance is sold.

Commerce Commission fines BNZ $5 million

The New Zealand Commerce Commission has fined the Bank of New Zealand (BNZ). It has been forced to pay NZ$5 million in compensation to its customers, $500,000 in fines and $80,000 in costs to the Commerce Commission. The money will be placed into a bank account to be monitored by an auditor, and if there is any money left over it will be donated to a consumer organization.

BNZ has been forced to pay these fines for failing to disclose that they were charging their customers for the exchange of foreign currency during February, 2002 until May, 2004 on its credit and debit cards, which is a breach of the Fair Trading Act. They pleaded guilty to 21 counts of breaching the act. The BNZ say that they will contact their affected customers and that they should get their compensation by November this year. The bank is responsible for contacting all their customers.

The BNZ is the third bank to be charged, the two others were ANZ and the National Bank, which were charged $11.325 million combined as they had since become a single company.

There are still other ongoing prosecutions on these other financial services: Westpac, ASB, TSB, American Express, Diners Club and The Warehouse Financial Services. The Commission would not comment on these cases.

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.
